[Panel] Draggables not scrollen in Chrome when list is bigger than viewport #810

Not sure if it is a bug in kirby or in the draggable/SortableJS library, but the scroll feature ( https://github.com/RubaXa/Sortable#scroll-option ) seems not to work inside the panel when using chrome. I checked it with a custom field and with the page liste from the starterkit
