feat(dashboard): Skip resource #58

Add logic to skip (ie. send to last) the pending resources in a list on the Up Next view

Also fix actions that operated on resources in the list (delete, done, skip) so they are disabled while another action is in process (ie. to prevent removing two items only to then have to roll back because one action failed).
