Submodules are hard to work with. Could you commit files directly to this repository instead of using git submodules?

How about a subtree?

I’m not sure. The issue with submodules isn’t only its difficulty to work with, but also the inability for us to quickly make changes to themes, without needing to go back to the original repo.
