What has been done to verify that this works as intended?

Tested the Cloud-Config stack (only virtualbox, since that part is the same in the DO stack)
Tested the docker compose build
Tested the packer VM

Other changes (docs) checked visually.

Why is this the best possible solution? Were any other approaches considered?

This is important to have smoother database management. Dump files drop tables, which can produce errors if ownership is not set correctly.
