Split Maps page in Access Control settings to hide part of the page content #3588

Problem description

There is no option to hide only part of settings on the Maps page, eg. only offline layers.

Steps to reproduce the problem

Admin goes to Admin Settings -> User Settings
User unselect Maps
The whole Maps page is hidden. User is not able to hide some part of the content

Idea

Basemap and Reference layer parts can be hidden separately.
