Tool governance

Building on #40 because this was easier than leaving a bunch of comments. My goal here is to reduce confusion around "ODK", "projects", the TSCs. I tried to be very narrow in my changes. Might be easier to only look at the diff at 49cf5c3.

• Renamed ODK-Project-Governance.md to Tool-Governance.md because ODK Project is the entire project and that's confusing. Updated title to match.
• More verbose language explaining what TSC 1 and TSC 2 are.
• Dropped ODK from the skunkworks paragraph because we say they don't use ODK in their name and that's confusing.
• Minimize use of project so it's obvious which project (ODK vs the joining project) we are referring too. This lets us drop the definition as well.
• Replaced all Open Data Kit with ODK for consistency.
• Used proper tsc-1 tag to match the forum.
