Proposal for adding new document to TSC-1 governance to describe and document recent changes to the TSC roadmap (and deprecated parking lot)

The content looks fine, but the decision from the TSC meeting is that this content should go into the section at https://github.com/opendatakit/governance/blob/master/TSC-1/STANDARD-OPERATING-PROCEDURES.md#roadmapping. I'm glad to review that PR when it's ready and I'm closing this one until then!
