On project front pages ellipsis are shown when they aren't needed #614

Currently on patchwork 2.2.0 (specifically https://patchwork.ozlabs.org/project/uboot/list/) when we have only a few pages worth of patches in the new/etc state we see: Screenshot 2024-10-30 at 12-04-12 U-Boot - Patchwork in the upper and lower right hand corners of the page. Since there's not a page number between 4 and 5, I would expect there to not be a '...' in between them.
