Use shared probot settings #28

Use the shared settings file located in https://github.com/getporter/.github/blob/main/.github/settings.yml

This lets us define a common set of labels and branch protection rules for all of our repositories.

It is really fun sitting on the labels page and refreshing while the labels sync up.
