Use a newer version of porter with the following publish fixes:

porter is installed in GOAPATH's bin, not bin. The EnsurePorter mage target installs it there if necessary before publishing.
Do not edit the git config when pushing release artifacts as a bot. It makes it hard to test locally without messing up your config.
