self-hosted: update upgrade path #1345

The recommended 23.6.2 -> latest is no longer viable, 23.6.2 at this point is over a year old and https://github.com/getsentry/self-hosted/issues/3257 reports that going to 23.11.0 first was necessary. So I've added that and also streamlined the upgrade docs a bit.

I can't reproduce this on mac arm (can't install 23.6.2, linux/arm64/v8 images are missing for some services), but on mac linux I reproduced.

I can't access the Vercel previews but this is what it looks like locally:
