Bot labeled issue when issue is transfered #354

It seems that with https://github.com/getsentry/relay/issues/1625 the bot labeled untriaged on an already triaged issue after it was transferred to a new repo. This shouldn't happen.

I have a fuzzy feeling we've seen this before and maybe have a ticket somewhere. Agree it's an issue.

It could be the same root cause as I theorized in this other, related issue https://github.com/getsentry/team-ospo/issues/31#issuecomment-1307772470, aka, the bot sees a new team and re-labels?
