Support data scrubbing for ViewHierarchy attachments #3688

Relay should support both advanced data scrubbing and PII scrubbing for attachments, including ViewHierarchy attachments (JSON payloads). Currently, Relay only supports limited PII scrubbing for Minidumps. Docs should also be updated.
