Fade out the old metrics implementation of alerts #46735

In https://getsentry.atlassian.net/browse/TET-550 out goal has been to enable the usage of metrics layer by alerts.

If we agreed on keeping the metrics layer as data source we will need to fade out the old implementation.

Acceptance Criteria

The old implementation of metrics is removed.

AlertMetricsQueryBuilder uses MQB with the use_metrics_layer flag always set to true.
