more specific error message for Assigning Issues to Teams in Ownership Rules #48578

Problem Statement

When setting up ownership rules in a project, if the specified rule owners are invalid, the error message that is displayed is currently not helpful. The current message is: "Unable to save issue ownership rule changes: Invalid rule owners: #na"

Solution Brainstorm

It would be beneficial to improve this error message to provide more specific information on why the ownership rule owners are invalid. Such as: "Team #na does not have access to project '429'. To grant a team access to a project, navigate to [Project] > Settings > Project Teams, and click "Add Team"."
