Breadcrumbs can contain broken transaction links

Steps to Reproduce

1. find an issue with breadcrumbs
2. issues should have transactions
3. click link to go to transaction detail

Expected Result

I expect that a non-clickable link should be disabled, or that it isn't there at all,

if the ID is available at time of bread crumbs creation then potentially the transaction name is as well, which should be more useful

Potentially these could be deleted, discarded (client side sampling), or dropped (regular server side reasons) or performance at scale[dynamic sampling]

Actual Result

will take you to a broken page
