Web UI time format is inconsistent, doesn't respect 24h settings #54925

Environment

SaaS (https://sentry.io/)

Steps to Reproduce

  1. Log on a Sentry account with some active projects
  2. In User "User settings" → "Account Details", enable "Use a 24-hour clock"
  3. Open an issue, page
  4. Mouse over the "Last 30 days" and "Last seen" widgets

Account Details — Sentry@2x

Expected Result

All occurrence times should in a 24h format, ideally with the time zone mention.

E.g. Aug 12, 13:08:13 (CEST)

Actual Result

The sidebar widgets have at least three different time stamp formats. See the gif:

Hi! Thanks for pointing that out, it definitely is inconsistent and doesn't entirely respect the user setting so we will take a look at it.
