Allow for customizable alerts for Spend Allocations #57574

Problem Statement

Currently, team members with manager, billing, or org-owner permissions get notified whenever a project has depleted 80% and 100% of their allocation. Is not possible to set customizable thresholds or route alerts to integrations like Slack or Pagerduty

This could be limiting to users that want finer control over how they get notified when managing the quota for their projects

Solution Brainstorm

Allow users to customize the alerts based on a volume threshold and action (Send an alert via slack, pagerduty...etc)

No updates at this time. However I will surface this with the PM team and re-evaluate how this suggestion fits into our plans for this feature.
