Move broken monitors notifications into its own "Monitors" category #74022

Currently, email notifications sent to customers when their monitors are broken and subsequently disabled belong in the "nudges" category. This set up is inflexible if a customer would only want to disable the broken monitors exclusively.

Let's create a new category and move the broken monitors notification to it:

Monitors Notifications about Cron monitor changes

Note: customers with the "nudges" notifications currently turned off should have the "Monitors" category turned off as well. Otherwise, it should be turned on by default.
