Differentiate between "no data" and 0, when calculating Web Vitals score #77071

Safari does not populate LCP / INP / CLS, which results in an artificially lowered web vitals score.

Solution Brainstorm

We should find a way to differentiate between a score of 0, vs., a browser where the vital is simply not collected. If a browser does not support the given vital, it should not result in a lowered vitals score.
