Ownership rules page flickering #77619

Environment

SaaS (https://sentry.io/)

Steps to Reproduce

A customer wrote in and any time they open the Ownership page, it starts flickering and sending a lot of API requests. They are currently using Arc browser, I tired reproducing this but I couldn't so far, please see the internal Jira ticket for more information.

Expected Result

The page shouldn't flicker

Actual Result

The page is now flickering but the behaviour is not consistent

It might be an issue with their browser or installed extensions. I'm going to keep this open to see if there's more reports.
