Lower TTR/TTT thresholds to 4 hours and 8 hours respectively #96

Once we're at a stable 90+% for TTR/TTT let's lower this in the middle of the quarter

We're juuuuuust barely starting to hit 90% consistently between routing/response. Yay!

Let's let this ride for another quarter or two. If we can keep up with 90%+ with current SLOs then we can have a conversation about whether we want to tighten further as here and the resourcing it would take to achieve that—some teams are seeing a lot of traffic already.
