Setup the Solus DevLog

Description

The DevLog is intended to encourage short and medium form development articles that don't require the same level of polish as an official blogpost. All Solus Staff and outside contributors are encouraged to submit articles for it. This will help Solus be less of a black box to the outside world where our day-to-day, short-term and medium-term goings on are highlighted. It will hopefully also encourage more outside contributors if they see something interesting and development remains open.

Rationale:

• On the official blog post only our long-term goals are currently highlighted.
• Solus Staff are currently discouraged to write blogposts on getsol.us/blog as it requires more polish and it's more official e.g. more people have to sign off on it.

Challenges:

• It's on help.getsol.us domain, doesn't really make sense.
• Maybe we should just create a separate devlog entity on the official site instead?

Wins:

• Docusarus provides lot of features and nice to haves that hugo doesn't, even though it's just markdown.

Encouraged to be discussed in meeting.
