Generally rework the local repository page
Include the new reindex-localrepo helper command

Resolves https://github.com/getsolus/help-center-docs/issues/462

As an aside, I added "repo" to the "flagged words" list: cspell will now generate a warning for it. As is was editing this page, I noticed "repo" quite often in the prose, and I would prefer we write "repository" unless it is part of a command.
