nearly identical issue where Solus has the model's driver but cannot detect printer. I can't see where installation sequence is the reason. Mentioning here because I've never seen, as a forum reader, this trend before.
Please check this again after the latest sync. We've switched to OpenPrinting fork of CUPS which should fix a lot of issues.
Summary
Using either the brlaser or hll2390dw driver package, I have been unable to get Solus 4.4 or 4.5 to recognize my Brother HL-L2390DW printer. I have searched the forum for previous Brother issues like mine, tried all the suggestions with no resolution. Using the software center or command line, neither Gnome or Budgie recognize the printer. localhost:631 does not recognize printer either. By comparison, all other distros I have ever used with it recognize it easily. After seeing the number of complaints I decided to file a bug report.
Steps to reproduce
Install the printer driver (either brlaser or hll2390dw). Try to add the printer from either of the graphical app options with gnome reboot Printer over and over again not recognized.
Expected result
Printer recognized and added to settings
Actual result
Cups-brf printer is all that's recognized
