Is this just an issue of inxi not recognizing it or can the system not recognize it either?

The system does not recognize the drive. The lshw output above is from a Ubuntu live CD session.

If this is still an issue, can you try a `sudo modprobe sr_mod` ?

Yes, still an issue. Tried it on a clean install also modprobe did not help.
