I am suggesting its inclusion because with PC's/laptops moving over to UEFI having a Boot Manager for users who like to multi-boot would be helpful. As for the amount of users, I am not sure, but I would see it more as a future proofing move.
The software is under a GPL 3 licence.

I'm fairly certain this most likely would be a no, due to the fact you can switch between os's from within the uefi menu fairly easily. But I'll leave the final say to ikey.

That “fairly easily” depends a whole lot on your motherboard. Ubuntu has a PPA for it, so why not Solus?
Probably not high priority though. Not sure there’s an easy way to automate updates otherwise (https://www.sourceforge.net/projects/refind/files/latest/download gives you a .deb file).
Don't know if it would be that easy to change `clr-boot-manager` with `rEFInd` and most modern devices should have the "F12 - Boot menu" function.
The last release is six months old so you can probably [install it manually](http://www.rodsbooks.com/refind/installing.html#linux).

I'm using rEFInd for dual boot Solus and Windows, and it is far more convenient and user friendly than UEFI menu, which you also shouldn't miss during startup. It would be nice if Solus had this in repository.

On my motherboard the boot menu is F8 (totally undocumented), very slow and randomly (not actually random) sorted. Now that I’ve set it up rEFInd is equally slow but at least I can just make the relevant entries appear.
Having set it up and looked at the (lack of) updates I can see why this isn’t in the repo. It’s not difficult to do manually, though the setup script makes assumptions that aren’t true for Solus (e.g. ESP mounted at /boot/efi).
