Open dev tool for a process #1

Hi, Thank for this code. I use it to find the part of our application that take too much memory

We develop a multi process and each process have a window and it developed by different programmer ... it nearly like a OS ;)

I found it useful to be able to toggle the development window for one "application" that I don't have the code, just an asar.

Fix all ... I will make more pull request soon for more feature we need (here at SSDC Shimadzu) ... this tools is very useful for us (I think it should be part of electron distribution)
