MVP implementation: Nginx server setup

This ticket is satisfied if the nginx server core config and install are implemented and the server starts successfully.

• Still needs SSL certificate integration (whether it's a self-signed certificate or from a third party vendor)
• Slightly older version of nginx that doesn't have directives like ssl_stapling

• Still needs Diffie-Hellman parameter for Forward Secrecy. i.e. ssl_dhparam /etc/nginx/ssl/dhparam.pem line in nginx.conf needs file generated from openssl dhparam 2048 command.
