More links to vignettes from tools in the WILDS #17

A tab for "Vignettes" for the packages would be a great.

For example, I have to go to packages, then click on a package, then click on the url on the side to get to the vignette for it assuming I know to do that. ;)

If we move to making each package a Bootstrap card instead of a just a list element, then we can add a vignettes link, among other links/info. Does that sound good?
