http boilerplate + tests #16

factored out http boilerplate code into new set of fxns in http.R file
had to clean up a few other things to get tests/r cmd check working
added basic tests for all exported functions - by testing before any changes, then after http changes
added Makefile
added r cmd check github action
all examples wrapped in dontrun

fix #15 fix #11

Merging into dev branch - where all changes will go until a review by amy et al.
