included the pandas and matplotlib version requirements and indicated python 3.7 needed.

@briandiamondage-sema4 Thanks for the PR! This helped me install DeTiN (worked with Python 3.8 with numpy 1.22 .)

merged sorry for being slow - I'm no longer the active maintainer someone from the getzlab should have done this earlier.
