Create or alias a DNA-seq template (level 1)

See @inodb's request Rename Bulk WES -> Bulk DNA-Seq #1182. As we're adapting the HTAN model, this is one of the things we can accommodate/improve. Why:

Data type is also called DNA-seq by the BEN project, so it is actually more consistent
Help portal code remove annoying fixes like https://github.com/ncihtan/htan-portal/blob/master/README.md?plain=1#L17
