Reverts gfredericks/test.chuck#21

I'm not sure what we were trying to fix with that change. But I'm sure we need a way to report a failure, and that's what report-when-failing was doing.

21 was trying to fix #17, so not sure I want to do anything until we understand how #17 fits into all this.

Makes sense. What about re-opening #17 at the very least?

This doesn't make sense anymore, I'll close it to reduce the noise :)
