Make the DNS database updateable between releases #106

Currently namebench users have to wait for a new release to be generated to
update the list of DNS servers to use. 

Ideally, there should be a nifty web database with a list of known-decent
DNS servers that we could poll for updates visa HTTP. In lieu of that, we
could however check the SVN trunk as we already do for hostname_reference.cfg.

We would still need to ship the latest copy with each release.
