Adding backend auth0 jwt validation #17

Added this file with all the default contents it has, plus added lines 29-45 for the auth0 jwt validation. I'm not sure if this returns as authorized or I am supposed to change something for that.

Going to update with a new project attribute for adding login profile to the project submissions

@rhill17 Can we merge this and add the submission thing in a separate PR?
