Add basic front-end setup information to the Wiki #73

The Wiki should have better, more descriptive information on how to set up an environment to start development on this repository.

Basic environment setup
- [ ] Cloning the repository
- This is really basic, but it is great for people who have never used any git repository before.
- [ ] Dependency installation
- Most of this can be derived from the README.md, but add a little bit more hand-holdy information, maybe even OS specific information.
- Specify using nodejs version 12.x for yarn build to work correctly.
Useful tools
- Adding helpful development tools would be nice so it is not completely daunting and quite convenient going into development.
- [ ] Sublime Text 3
- [ ] Plugins
  - git-gutter
  - Babel
  - Enabling Babel syntax highlighting
