Floating Panel Windows can be hard to resize under Linux #160

Panel Windows on Linux are sometimes hard to resize, particularly when there are many widgets (like the Media Info Panel) or one that calculates its size all the time (Like the Python Panel).

Need to fix it ideally before v1.0.0.
