Donations workflow #130

When a user makes a payment with a Donation amount added, we should create an explicit Donation transaction record. That way, a) we know what it was meant to be, and b) they will finish with a balance of zero. Both of these things will save us work later.

We actually got half a dozen donations, so I think this would be a Good Thing
