solution: upgrade MITgcmTools when available, or roll it back

julia-nightly GitHub Actions passes test for MITgcmTools@v0.1.30. Fails for v0.1.31.

MITgcmTools removed from dependencies by copying JMD95 equation of state from gaelforget/MITgcmTools.jl/src/PhysicalOceanography.jl . Thank you to Gael Forget for providing this function!
