Provide ability to save layer stack settings to re-use/re-edit #48

I think it would be tremendously helpful if you could again provide the ability 
to save a stack settings file so that the image could be opened from scratch 
for re-editing or to be able to apply the settings to other images.  Ideally it 
would be created alongside the exported image as part of the export process as 
well as be able to be saved on its own even if the image is not saved/exported.

The ability to save the stack settings was available in an earlier version, and 
I thought it was tremendously convenient.

this is not a bug report, this is feature request already submitted 10 times by 
headlights2, there are no plans to add more features to 0.8 branch of 
delaboratory, only bugfixes are needed
