In an effort to save disk space and have more functionality on all disk images, the shutdown program has been enhanced to allow powering off with -p and rebooting with -r. This replaces the poweroff and reboot commands, which are removed.
shutdown is/has been present on all disk images, including the smallest 360k FAT and MINIX. The previous idea of using hard links wasn't so good as FAT filesystems require full copies, thereby negating any savings for those images.
