bcbookie complains about missing boto lib although text messaging was disabled #32

Hello,

    This one seems like a minor one:

although I set the...
"enable_text_messaging":0
...in file...
config/bcbookie_main.json
...when I run the bcbookie it still reports:
AWS_SNS requires the boto package to be installed.

The bcbookie_main.json file has been depreciated. There is a note at the top of 
the file informing of the change.

Configuration of bcbookie is now located in global_config.json
