Large submissions are rejected with the "not a pdf" message #16

Submissions with too large a file size are rejected with the "not a pdf" message.

1.8 MB is okay, 2.2 MB is not, so I assume the cap is 2 MB.

There don't seem to be any guidelines about maximum file size on the site.
