Submissions can still be revised even when a collection is closed after the deadline #21

It's possible to submit a revised submission to a closed collection. I assume this is not intended behaviour.

We possibly need an option so that a collection can be 'closed', 'open for submissions and revisions', or 'open for revisions only'.
