i18n Internationalisation of the code #55

What steps will reproduce the problem?
1. langage appears to be english only

What is the expected output? What do you see instead?
I expect french output. Spanish people would expect spanish output. etc

What version of Crop Planning Software are you using and on what operating
system?
None yet

Please provide any additional information below.

This is a known issue, already listed in Issue 22.  Shouldn't be hard to do, 
per se,
but will require a lot of i-dotting and t-crossing type of work.  
Unfortunately, it
falls low of my priority list unless someone offers to help with it.
