Bumping upper bounds to build with GHC 9.2 #131

Seems to build fine with GHC 9.2

seems I accidentally also included a commit in which I added some haddocks to jsaddle-warp/src/Language/Javascript/JSaddle/WebSockets.hs when I was trying to figure out what those functions did. I can try to revert those changes if you wish.
