Replace patsy with formulaic #2

patsy is a dependency of forestatrisk. patsy is not maintained anymore and has been replaced with formulaic.

patsy should then be replaced by formulaic as a dependency for the forestatrisk package.

Patsy is still maintained by people developing formulaic. So we will migrate later on to formulaic, in a next version of the plugin.
