update .gitignore to ignore .vscode dir
remove support for puppet 3 and ruby < 2.1.9 from .travis.yml, due to incompatibilities
add hiera data (Hiera5)
add param typing
update facts to use facts hash

@ghoneycutt Updated into a single pull request as requested. As the module no longer supports Puppet 3 in .travis.yml I have also dropped support for Puppet 3 from metadata.json and updated the version to 3.0.0 in line with the SemVer standard specification.

Thanks for the contribution! We can do this as part of a major change and only support puppet 5 and 6.

new line at EOF on yaml
strict param typing
specific defaults in hiera
puppet 5 minimum supported

Sorry, I haven't had time to update this further for a while due to work and other commitments. I will try to get back to it when I get time, but will be a couple of months at least.
