Install pam libs #128

Added a whole bunch of stuff that should make the pam libs work across all supported distributions

First pass looks good to me, though I didn't carefully go through the spec tests. It can't be merged though because of conflicts.

We have done a major version upgrade to support Puppet 5 and 6. This involves the transition to hiera data in modules, acceptance testing, type validation in parameters and more.
